Many applications to the Homelessness Fund stem from a complex situation that results in a one-time or repeated housing crisis for an individual or household. Meeting these needs often requires collaborative communication and planning by social service providers, long-term follow-up, and the assistance of multiple community referrals and different government departments.

NWT Housing provides funding through Community Referrals to help individuals and households deal with any crisis related to homelessness and housing insecurity. In cases where a contact person cannot be found in the community, NWT Housing may consider requests for direct access.

The Homelessness Fund can be used for:

  • Arrears on utilities: The Homelessness Fund can be used to cover an applicant's utility arrears if it affects their daily living situation. For example, in cases where an applicant's electricity or heating is cut off due to arrears, the application to the Homelessness Fund will be considered.
  • Private Market Rent Arrears: The Homelessness Fund can be used to cover private market rent arrears if payment of arrears prevents eviction or secures alternative housing for the applicant. If the amount owing is more than $3,000, the applicant must provide proof of a payment plan or other sources of financial support or assistance that will cover the remaining amount. This is a measure to ensure that the applicant can remain in safe housing.
  • Damage Deposit and First Month's Rent: The Homeless Relief Fund can be used to cover damage deposits and the first month's rent if the applicant is assured of the unit after payment.
  • Travel Assistance: The Homelessness Fund can be used once for a one-way trip to a community where the applicant has guaranteed housing.


The Homelessness Fund cannot be used to cover internet access or cell phone bills.


Funding can be used to secure housing in a person's community or to travel to a community where they have guaranteed housing. Applicants can receive one-time assistance of up to $3,000, which will be either:

  • paid directly to the private market rental company that guarantees accommodation for the applicant,
  • paid directly to the company with which the applicant is in arrears,
  • paid directly to the airline for the applicant's travel.

Homelessness Fund funding is not provided directly to the applicant.


Funding available

The fund can cover eligible expenses up to a maximum of $3000.

Funding may be used to:

  • Arrears on utilities: if the arrears affect your daily living situation or could lead to eviction.
  • Private market rent arrears: if payment of arrears prevents eviction.
  • Damage deposit and first month's rent: once the lease has been signed and a property is confirmed.
  • Travel Assistance: Can be used once for a one-way trip to a community where you have guaranteed housing.

Funding cannot be used to:

  • arrears on rent for public housing;
  • hotel expenses,
  • monthly rent on an ongoing basis,
  • a holiday trip.
  • household goods or groceries.



The Homelessness Fund is available year-round to NWT residents in all NWT communities.



Applications are assessed by a referral officer to determine if the applicant is at imminent risk of homelessness and if this funding will create an exit from homelessness for the homeless.

Applicants must not:

  • Have previously received funding from the Homelessness Fund,
  • Own a home.

How to apply

  1. Applicants must use a referral officer to apply for the Homelessness Fund. The referral officer acts as a liaison between NWT Housing and the applicant. It also assists the applicant in completing the application form.
